BITD Drone Rules?

I thought I read that BITD banned drones but at the UTVWC I saw a DJI Phantom flying around. Was he not supposed to be doing that or is it just a technical thing because it was a BITD sanctioned event or can media have it? I was going to bring my Phantom but then I read about the rule.

The thread on RDC about the drone rule says Phantoms are considered drones and included with this rule.

All I heard all weekend was NO! Haha. We had a phantom in contingency but I believe that's it.

I am an avid R/C pilot, 5+ years flying CP helis, 3+ on quadcopters btw, if anyone ever needs a consult or is just doing something that would be particularly awesome to film hit me up!
